PROBLEM TO BE SOLVED: To provide a floor heater capable of simplifying the construction of a floor heater, and of providing the efficient floor heating of wide range. SOLUTION: This floor heater is laid under a floor in a room, and comprises a floor heating mat 1 provided with a hot water pipe 10 for circulating the hot water, and a heater 2 for heating the hot water. The heater 2 applies an electromagnetic induction heating method, is installed in the room having the floor heating mat 1, and comprises a heat exchanging unit 3 mounted in a passage of the hot water pipe 10 for heating the hot water, and an IH unit 4 for the electromagnetic induction heating of a heat exchanging plate 32 mounted on the heat exchanging unit 3. Whereby the supply of hot water from an external heat source to the floor heating mat 1 is unnecessary, and further the piping arrangement for supplying the hot water, and the wiring for transmitting a control signal from the room to the external heat source becomes unnecessary. Accordingly, the construction of the floor heater can be simplified. The floor heating of wide range can be performed by circulating the hot water into the hot water pipe 10 in the floor heating mat 1, even when the electromagnetic induction heating method is applied in the heater 2.
