PROBLEM TO BE SOLVED: To provide a deterioration judging circuit of a secondary battery that can be adapted to all secondary batteries, can make the peripheral circuit of the batteries inexpensive, and can rapidly judge the deterioration. SOLUTION: The deterioration judging circuit of the secondary batteries comprises a means for measuring the equipment connection time of the secondary batteries; an average temperature computing means of the secondary batteries from the connection time to deterioration judgment time; an average discharge depth computing means in each discharge of the secondary batteries from the connection time to the deterioration judgment time; a means for selecting an internal resistor IR1 with the body device connection time and an average temperature as parameters; a means for selecting an internal resistor IR2 with average discharge depth and charging/discharging cycle count values as parameters; a means for adding IR1 and IR2; and a means for determining the deterioration of the batteries when the addition result of IR1 and IR2 becomes equal to, or larger than a specified numeric value.
