PROBLEM TO BE SOLVED: To provide a system for melting snow without using water, which prevents ground subsidence due to pumping of groundwater by a non-water method wherein air is used as a heating medium, which is harmless to humans and the environment, and which can be easily constructed and maintained by a non-piping method wherein a laying body 2 with a recessed streak 2a is adopted. SOLUTION: This system for melting the snow without using the water melts the snow on a road surface 1 by using warm air or hot air; the road surface 1 is composed of the laying body 2; and the recessed streak 2a, which is provided on the backside of the laying body 2, is set as a passage 3 into which the warm air or the hot air is led.
