A primer layer(15) exists between the metal component(2) and the enclosing outer layer(16) and adheres to at least the outer layer. Primer(15) adheres to both the metal component(2) and the outer layer(16) after application. The metal component is connected to an electrical PTC heater(6) and conducts heat or current from the latter. Both primer and outer layers enclose the heater. The metal component may be a fluid carrying tube or part of an electrical unit, in particular a housing of an electrical unit or an electrical connection of an electric unit. Independent claims are included for: a) a metal component coated in a primer and enclosed in an outer layer; b) a product device with a primer-coated metallic component and a thermoplastic, thermosetting or polymer ceramic outer layer; c) a process for making the bonded connection in which fluid primer is applied onto the metal component prior to applying an outer layer.
