PURPOSE: A device and a method for setting a header compression context in accordance with a channel change are provided to use the same header compression context regardless of a channel for supporting a packet data service, thereby effectively using radio resources while reducing time for resetting a system in accordance with a channel change. CONSTITUTION: An RNC(905) supplies an MBMS(Multimedia Broadcast/Multicast Service) to a UE(910)(915), and determines to change a channel for supplying the MBMS into a PTP channel while determining to use an HC(Header Compression) context in the PTP channel(920). The RNC(905) transmits an RB(Radio Bearer) setup message to the UE(910)(925). The UE(910) configures a PTP RB by using RB information(930), and sends an RB setup complete message to the RNC(905)(935). The RNC(905) transmits the HC context to a header compressor of the newly configured PTP RB(940). The RNC(905) sends MBMS data by using the newly configured PTP RB(945).
