PURPOSE: A powder bell with a secondary charging electrode and a dispensing method are provided to promote transport of the electrically charged powder from dispenser. CONSTITUTION: The method of dispensing electrically charged coating materials includes the steps of: providing a source of the coating material; providing a supply of electric charge; providing a dispenser for dispensing the charged particles of coating material; providing a first electrode on the dispenser; coupling the source of coating material to the dispenser; providing at least one second electrode at a location removed from the first electrode; and coupling both the first electrode and the at least one second electrode to the supply of electrical charge.
