PURPOSE: A device and a method for removing static electricity from insulating sheet, a method for manufacturing insulating sheet by using the device and the method, and the insulating sheet are provided to prevent the insulating sheet from being charged by static electricity. CONSTITUTION: A device for removing static electricity from an insulating sheet includes at least two electrostatic removing units in the traveling path of an insulating sheet. Each of the electrostatic eliminating units includes the first and second electrode units facing each other. The first electrode unit includes the first ion-generating electrode(3b) and the first shield electrode. The second electrode unit includes the second ion-generating electrode(3f) and the second shield electrode. In each of the respective electrostatic eliminating units, voltages applied to the first and the second ion-generating electrode are substantially opposite to each other in polarity. A relation, d0<1.5*d1¬2/(d3*d4), is satisfied in formula where d0 is an interval between pointed ends of the first and second ion-generating electrodes, d1 is a distance between the pointed ends of the first and second ion-generating electrodes in the direction normal to the sheet, d3 is the shortest distance between the first and second shield electrodes in the direction normal to the sheet, d4 is an average of widths of openings of the first and second shield electrodes in the traveling direction.
