The device has an interface (7) with a module (8-10) to manage calls of a distant user of a cellular telephone (1). A module (13) manages strategy of diffusing images from a video camera (4) to the telephone for transforming the images based on telephone capacities and transmission mode. A control module (14) performs management and administration parameters of the telephone. The communication between the cellular telephone and a local server is established using a communication management module (11). A front-end processor module (12) performs the management of calls to the local server. Independent claims are also included for the following: (a) a display system of images fixed or animated coming from a video camera on a cellular telephone (b) a process of transmission of video camera image to a mobile user.
