PROBLEM TO BE SOLVED: To provide a fixing device requiring very short warming-up time and capable of stably fixing even an image with a thick toner layer at a high fixing rate. SOLUTION: The fixing device has a body to be heated 1 which has heat insulating property and where a conductive layer is formed on one surface of elastic material, and a pressure roller 2 coming into contact with the body to be heated 1 with specified pressure, and fixes the image (toner) on paper 7 passing through a nip part 4 defined between both rollers so as to provide stable fixing property over a long term.
