<p><P>PROBLEM TO BE SOLVED: To provide a distributing device, etc., which is suitable for allowing a plurality of players to play against each other, and distributing the players into a plurality of classes in response to a scoreline. <P>SOLUTION: The storage part 103 of the distributing device 101 assigns the players to one of a plurality of classes and stores them. A match part 102 allows the players to play against each other, and allows the storage part 103 to store it. An exchange part 104 exchanges the players between upper class/lower class by checking the stored scoreline concerning the players assigned to the same class. The storage part 103 stores handicaps set to the different classes. The match part 102 adopts the set handicaps in the case of allowing the players of the different classes to play against each other.
