PROBLEM TO BE SOLVED: To provide a communication control apparatus capable of attaining proper wireless channel assignment that takes into consideration both the frequency utilizing efficiency and the communication quality. SOLUTION: Upon receipt of a channel assignment request, a wireless control station 100 measures a traffic volume of communication between a base station 200 and a mobile station 300. Further, the wireless control station 100 selects a channel group with a priority in response to the measured traffic volume, searches for a free channel belonging to the channel group and selects any free channel. Then the wireless control station 100 measures the CIR of the selected free channel and assigns the selected free channel to an incident call when the CIR is a prescribed value or below.
