PROBLEM TO BE SOLVED: To provide a method of transmitting video information to a train, which efficiently transmits video images from a ground side to a train by radio communication. SOLUTION: The video image is transmitted from a ground station to an onboard station by an onboard station detecting step S1 for transmitting and receiving a predetermined signal between the ground station and the onboard station to detect onboard stations in a state enabling radio communication, a measuring station selecting step S2 for selecting one onboard station from among the detected onboard stations as a measuring station to be a measuring object of transmission quality of radio communication with the ground station, a transmission quality measuring step S3 for transmitting and receiving a predetermined data signal between the ground station and the measuring station to measure the transmission quality of the radio communication, and a transmission propriety decision step S4 for permitting transmission of video information if the measured transmission quality is not less than a predetermined value, and a transmission completion determining step S7 for determining the completion of the transmission of the video information to the selected station.
