PROBLEM TO BE SOLVED: To provide an actuator having large propelling force with less voltage. SOLUTION: This actuator is provided with a flexible thin film 2 forming at least one part of a wall surface surrounding a closed space to be filled with a fluid 8 and a fluid pushing member 3 for partially pushing the fluid 8 through the flexible thin film 2, while moving in the predetermined movable range. Opposite electrodes 7-1 to 7-6 are arranged opposite to a conductive area 10 of the flexible film 2. An electrical potential difference is given between the opposite electrodes 7-1 to 7-6 and the conductive area 10 to generate the static electricity to deform the flexible thin film 2, and distribution of pressure in the predetermined direction to be applied to the fluid pushing member through the flexible thin film 2 is changed to relatively move the fluid pushing member 3 in a desirable direction in relation to the flexible thin film 2.
