<P>PROBLEM TO BE SOLVED: To provide an exhaust emission control device, having inexpensive and simple constitution, and making NOx and SOx of exhaust emission react at high probability. <P>SOLUTION: A casing 11 including an inflow port 13 and an outflow port 14 is divided into two chambers, an inflow chamber 16 and an outflow chamber 17. Two or more reaction pipes 23, 23 formed of photocatalyst are disposed like a ring in the inflow chamber 17. A rotating shaft 19 where a black light 25 is fixed and an inlet disk 20 and an outlet disk 21 are fixed in front and in the rear of a fin 22 and the reaction pipe 23 is provided in the center of the ring. The inlet disk 20 is provided with an inflow opening 34 allowing one of the reaction pipes 23 to open to the outflow chamber 17 depending on its rotating position, and the outlet disk 21 is provided with an outflow opening 35 allowing one of the reaction pipes 23 to open to the outflow chamber 17 depending on its rotating position.
