PROBLEM TO BE SOLVED: To set the frame structure of each channel of data being stored in a payload part arbitrarily including low order channels and to identify a channel being used for measurement easily. SOLUTION: A payload data generating section 21 generates data being stored in the payload part of a synchronous multiplexing frame and outputs it to a frame generating section 30. The frame generating section 30 stores the data generated from the payload data generating section 21 in the payload part while multiplexing and adds a header part to the payload part thus generating a synchronous multiplexing frame being outputted to an object 1 to be measured. A payload structure setting means 40 displays the list of frame structure of each channel included in the data being generated from the payload generating section 30 on a display 36 and sets the frame structure of each channel arbitrarily through operation at an operating section 35.
