PROBLEM TO BE SOLVED: To compose first images obtained one after another in an interlace mode and second images obtainedone after another in a progressive mode as progressive images in the condition that the data quantity of the second images is reduced before the image composition. SOLUTION: A second image is transferred as an index to a color pallet developer 121, and color pallet control information is transferred to the developer 121 via an insert unit 113, utilizing the horizontal/vertical time period of the first image. An image compositing unit 122 composes the second image color-pallet-developed by the developer 121 according to the color pallet control information with the first image progressively transformed from an IP transformer 13.
