PROBLEM TO BE SOLVED: To provide an abnormality detecting device controlled by software for detecting the abnormality of the software by using a watch dog timer, and discriminating whether the abnormality of the software is of a system level or a user level. SOLUTION: A device driver 102 is provided with a hardware device configuration part 111 for starting hardware by operating the programming of a hardware device 101. This hardware device configuration part 111 starts the hardware device 101, and then starts a timer access control part 112.
