PROBLEM TO BE SOLVED: To provide an electrode substrate and a flat display apparatus in which defects such as disconnection in electrode wiring are significantly decreased. SOLUTION: The electrode substrate has electrode wiring comprising: a first conductor layer (111) including a third exposure region (A1, A3), (A2, A4) exposed by first exposure (A1), (A2) and second exposure (A3), (A4); and a second conductor layer (113) layered on the first conductor layer (111) as electrically connected to the first conductor layer (111), the second layer including a sixth exposure region (A1', A3'), (A2', A4') exposed by fourth exposure (A17'), (A2') and fifth exposure (A3'), (A4'). The third exposure region (A1, A3), (A2, A4) in the first conductor layer (111) and the sixth exposure region (A1', A3'), (A2', A4') in the second conductor layer (113) are located in two-dimensionally different regions from each other.
