PROBLEM TO BE SOLVED: To provide a production method for an exhibition hall, a gathering hall and an event hall or the like by making balloons being floated in the hall environment into innovative fragrance giving-out device and display devices. SOLUTION: The production method is to be used in a building such as an exhibition hall, a gathering hall and an event hall or the like employing many colored or colorless balloons. Fragrance liquid and gas are put into many balloons, the balloons are floating in the building by a stirring means which is used to stir air in the building and the balloons are appropriately punctured. Moreover, fine and colorful confetti are put into the many balloons with gas, the balloons are appropriately punctured and the falling ticker tapes are illuminated by an illuminating means.
