PROBLEM TO BE SOLVED: To provide a horizontal structural member by realizing easy, inxpensive rationalization of design and increasing an effective heigh. SOLUTION: The horizontal structural member is constructed by pouring concrete 15 in a manner covering a substantially horizontally arranged steel frame (steel girder 11) and integrating the steel frame with a form (a reinforcing girder 12 and a precast concrete form 13) arranged on lateral sides and on a lower side of the steel frame (steel girder 11). The horizontal structural member is characterized in that sheet members (fiber sheets 14) having one side end 14a of each sheet fixed to the form (precast concrete form 13) and the other side end 14b of the same covering a concrete portion 15a located immediately above the steel frame (steel girder 11) from above is embedded in the concrete 15.
