PROBLEM TO BE SOLVED: To suppress a power consumption of a whole network while increasing the amount of communication in a wireless LAN communication system. SOLUTION: A base station 1 comprises a detection part 2 of the amount of communication traffic of its own station, a regulation part 3 of the field intensity emitted from its own station, and a transmission part 4 of field intensity regulation instruction to a terminal in communication with its own station. When the traffic amount increases, the base station 1 sends a driving instruction to a sub-base station subordinate to itself, sends an instruction to switch to communication with the sub-base station to at least a part of a terminal in communication with its own station, and lowers the field intensity emitted from itself, the sub-base station, and the terminal.
