PROBLEM TO BE SOLVED: To provide a method for converting still picture data with a high aspect ratio into digital data of a moving picture without losing the image quality. SOLUTION: An image with a prescribed width is segmented from a still picture 1 whose aspect ratio is 16:9 or over, for example, at the segmentation interval of n pixels in a lateral direction of the still picture. The segmented image is used for one moving picture frame and the same frames are generated for the portion of an optional frame rate. The frame for the portion of the frame rate is repetitively generated by n pixels each in the lateral direction of the still picture.
