PROBLEM TO BE SOLVED: To suppress the overshoot of the rotational speed of an engine immediately after the start of the engine while securing startability in the internal combustion engine with a variable compression ratio mechanism. SOLUTION: The rotational speed of the engine, an accelerator opening, and an engine water temperature are read in this order (S1 to S3), and high target compression ratio set in starting (cranking) (S4, S5) are lowered after the completion of starting (complete explosion) for correction (S6, S7).
