PROBLEM TO BE SOLVED: To provide a powder filling device and a powder filling method less in pollution to the peripheral environment, easily automated and excellent in handling, capable of fluidizing powder stored in a large container, and rapidly and correctly dispensing powder to a small container. SOLUTION: In the powder filling device, the powder in the large container 10 is filled in the small container 30. In the large container 10, a gas-permeable member 51 is provided on an inner wall, and two or more discharge opening parts 12 and 13 of different sizes of flow passages are formed in a discharge part 11. The powder filling device comprises a fluidizing means 50 to fluidize the powder by introducing pressurized gas into the large container 10 via the gas-permeable member 51, a funnel-shaped measuring tank body 21 which temporarily stores the powder discharged from the large container 10 and has a discharge port 23 to discharge the stored powder of a predetermined amount to the small container 30, a measuring tank 20 having a weight measuring means 22, and a discharge amount control means 40 to control the discharge amount from each of the discharge opening parts 12 and 13 of the large container 10 based on the measurement data from the weight measuring means 22.
