PROBLEM TO BE SOLVED: To provide a flexible polyurethane foam which has a highly fine cell structure and excellent flame retardancy. SOLUTION: This flexible polyurethane foam having the highly fine cell structure and produced by mixing, foaming and curing an isocyanate-terminal prepolymer, a flame retardant, a cross-linking agent, a foam stabilizer, and a foaming component is characterized in that the isocyanate-terminal prepolymer is prepared by reacting a polyisocyanate with a polyol component comprising one or more tri- or more functional low mol. wt. polyols having number-average mol. wts. of 400 to 1,000 and one or more tri- or more functional high mol. wt. polyols having number-average mol. wts. of 3,000 to 12,000. The polyurethane foam utilizes a difference between the reactivity of the isocyanate-terminal prepolymer originating from the low mol. wt. polyols and the reactivity of the isocyanate-terminal prepolymer originating from the high mol. wt. polyols, and thereby interferes the physical associations of the cells to form the fine cell structure.
