PROBLEM TO BE SOLVED: To provide a metal-halide lamp capable of improving a size of an arc without sealing in mercury, and also, obtaining good white-color luminescence at a stable time, and an illumination device using above. SOLUTION: The metal-halide lamp is equipped with a refractory and translucent airtight container 1 with an internal volume of 0.1 cc or less, a pair of electrodes 1b sealed and mounted in opposition inside the airtight container 1 with a space of 5 mm or less between the electrodes, a discharge medium sealed by including metal halide containing a first halide made of an Sc halide and an Na halide, and a second halide made of an In halide and a Zn halide, and also, rare gas in the airtight container, with a halide sealed-in ratio b/a ranged between 0.01 to 0.69, provided, the first halide sealed-in volume is "a" and the second halide sealed-in volume is "b" in mass, but not including mercury essentially, therefore the lamp is lit with a lamp power of 60W or less when it is stable.
