PROBLEM TO BE SOLVED: To provide equipment that is easily applicable to hydrogen production equipment utilizing a common combustion burner when heated and warmed and a common nitrogen bomb when purged which are currently used and that is capable of completing their workings in a short time, in warming the hydrogen production equipment at the starting time and purging at the time of stopping, and to provide a method of stopping the start of the equipment. SOLUTION: The catalyst combustor to produce high concentration nitrogen by burning a mixed gas of a high purity hydrogen and/or an off-gas discharged from a gas separation device and air, and the high concentration nitrogen supply passway to supply the high concentration nitrogen to the system of the hydrogen production equipment are attached to the hydrogen production equipment by steam reforming. The method for stopping and starting of the equipment utilizes the high concentration nitrogen for warming at the starting time of the equipment and for purging at the time of stopping.
