<P>PROBLEM TO BE SOLVED: To provide a fixing device and an image forming apparatus that can deter the temperature in the image forming apparatus from rising by confining heat nearby a heat roller in the fixing device inside and discharging unnecessary heat in the image forming apparatus to the outside. <P>SOLUTION: A partition plate 22 is arranged between a resin housing 20 and the heat roller 14 of the fixing device 10 while surrounding the heat roller 14 to form a 1st air layer A and a 2nd air layer B. A plurality of opening parts 26 are provided above the rear side of the resin housing along the length. The partition plate 22 increases heat insulation effect of the fixing device 10 to make it hard to conduct heat of the heat roller 14 to the resin housing 20, and heat of the 2nd air layer B is discharged from the plurality of opening parts 26 to the outside. A developer storage part 50 is provided opposite a recessed part 28 of the resin housing 20, an elastic body 30 fitted to the external surface of the resin housing 20 comes into close contact with the external surface of a developer container 50, and a ventilating duct 70 is formed along the length of the fixing device 10.
