<P>PROBLEM TO BE SOLVED: To reduce the labor of a planner by supporting the planner, and to make an efficient operation plan regardless of the capability of the planner. <P>SOLUTION: The number of persons who perform operations and the processing capability of every person and an operation start time are inputted as parameters for each operation, and an operation end time is calculated, and the latest operation end time or the maximum number of persons are stored as constraint conditions, and the simulation result is inputted, and an operation plan table where an operation end time or the number of persons violating the constraint conditions are displayed as warning is outputted. A series of operation processes are subdivided into a plurality of unit time, and simulation is performed based on the number of persons set for every unit time, and simulation is performed again by accepting the change of the number of persons for every unit time.
