<P>PROBLEM TO BE SOLVED: To establish a commodity-purchasing budget for shopping more than once in a prescribed period of time and help the shopping within the budget in the period. <P>SOLUTION: A budget management data acquisition means is provided, which acquires the budget period of a customer, who is a commodity purchasing and sales transaction partner, and a budget amount in the period and settlement history data on his commodity purchasing and sales transactions in the past. Further, a budget period determination means is also provided, which determines whether the commodity purchasing and sale transaction of this time is conducted within the budget period acquired by the budget management data acquisition means.
