PROBLEM TO BE SOLVED: To manage a person who is present in a room and a person who is absent in a room even in the case of a space where any door or gate can not be set. SOLUTION: A building 1 is provided with a room 2 and a passage 3, and a personal identification device 4 is set in a wall in front of the room 2. Person sensing sensors 5 and 6 for detecting a person are set before a person passing the passage 3 toward the room 2 reaches the personal identification device 4, and person sensing sensors 7 and 8 are set between the personal identification device 4 and the room 2. When the personal identification device 4 identifies a specific individual after the person sensing sensors 5 and 6 successively has detected the person, the person is stored as a person who is present in the room 2, and even when the person is detected by the person sensing sensors 7 and 8 thereafter, it is ignored.
