PROBLEM TO BE SOLVED: To validly use the communication band of inter-vehicle communication, so as to give priority to the communication between vehicles which are likely to collide with each other. SOLUTION: A communication managing device 1 picks up the image of each road for entering an intersection, and specifies vehicles C1, C2 and C3 entering the intersection from the picked-up image, and assigns exclusive communication channels B1, B2 and B3 to the vehicles C1, C2 and C3, and notifies the vehicles C1, C2 and C3 of the communication channels and the IP numbers of the other vehicles. On-vehicle communication equipment mounted on the vehicles C1, C2 and C3 directly communicate with respective vehicles based on the notified communication channels and the IP numbers of the other vehicles to execute situation decision and danger prevention.
