PROBLEM TO BE SOLVED: To provide a starting device of an internal combustion engine, which reduces an emission amount of HC immediately after start and improves exhaust performance. SOLUTION: The device is characterized by comprising a friction torque calculation means (step 2) for calculating friction torque when the internal combustion engine is started, a speed detection means (step 3) for detecting an engine rotation speed when the internal combustion engine is started, a speed variation rate calculation means (step 4) for calculating a variation rate of the engine speed, a generated torque estimation means (step 5) for estimating generated torque based on the friction torque and the variation rate of the engine speed when the internal combustion engine is started, a air-fuel ratio calculation means (step 6) for calculating an air-fuel ratio based on the estimated, generated torque, and a fuel injection increase and decrease means (step 7) for increasing or decreasing a fuel injection amount based on the calculated air-fuel ratio when the starting.
