PROBLEM TO BE SOLVED: To preliminarily suppress the generation of a harmful gas at the time of excavation of polluted soil by a simple method. SOLUTION: A region 3 where the generation of the harmful gas is estimated in the ground is investigated by boring, or the like, before the polluted soil embedded under ground and the surface 1 of land are excavated and, on the basis of this investigation, a microorganism liquid 30 for decomposing the harmful gas is injected into the polluted soil up to a depth position where the region 3, where the generation of the harmful gas is estimated, is present using an injection device 4 provided to an excavator 6 to preliminarily suppress the generation of the harmful gas at the time of excavation of the polluted soil.
