<P>PROBLEM TO BE SOLVED: To provide a rotary damper usable in a cold region without trouble by reducing the fluctuation of torque resulting from a seal material with a temperature change. <P>SOLUTION: The rotary damper D comprises a housing 11, silicone oil 21 filled in the housing 11, a rotor 31 having a rotating shaft 32 part which is protruded from the housing 11 and a rotor braking plate 35 continuously provided at the lower end of the rotating shaft 32 and rotatably stored in the housing 11, and an O-ring 41 arranged between the housing 11 and the rotating shaft 32 for preventing the leakage of the silicone oil 21 to the outside of the housing 11.
