PROBLEM TO BE SOLVED: To provide a contents circulation management technique which integrates a plurality of content circulation management (Digital Rights Management, DRM) systems to prevent contents from being wrongfully utilized.

SOLUTION: A license generation device acquires key information used for encapsulation of the content and identifier information of a DRM system showing by which DRM system the content has been encapsuled, from an encapsulation device while making the content to correspond to a content ID. When receiving a license generation request with designation of a content ID from a service provision device which receives a license issue request of a user terminal device, the license generation device acquires the key information and identifier information of a DRM system which the content ID indicates, from information received from the encapsulation device, and generates license information on the basis of these pieces of information. Thus the license information for the content for which license generation has been requested is generated and is transmitted to the user terminal device via the service provision device.
