PROBLEM TO BE SOLVED: To improve security by preventing a person other than persons engaged on an environment monitoring service from easily obtaining and falsifying measurement data or the like. SOLUTION: This authentication device 23 is installed in a measurement station 2, and an authentication procedure is executed by using an ID and a password transmitted from a data collection device 11 in an access request in the authentication device 23. This environment monitoring system is so structured that, when legitimacy of the data collection device 11 of the access request origin is confirmed by the authentication procedure, an access right is provided to the collection device 11 of the request origin from the authentication device 23, so that the collection device 11 can obtain measurement data from data loggers 22, 32 and 42.
