PROBLEM TO BE SOLVED: To provide a construction method for a tubular skeleton and a ground excavating device having excellent construction efficiency and working efficiency. SOLUTION: In an excavating space A for excavation, while an excavating mechanism 4 is rotated through a drive mechanism, a tubular skeleton module 2 is pressed in downward by an amount of its height to excavate the ground. Excavated soil is raised by the bucket 22 of a soil lifting device 21 in a soil lifting space B for soil lifting to discharge the soil into a soil discharge site 24. In a space C for pressing in the tubular skeleton for the tubular skeleton 1 on the ground, a new tubular skeleton module 2 is assembled at the upper end of the tubular skeleton 1 concurrently with the above operation, and an operation to extend the length of the member of the tubular skeleton 1 is performed. When the excavating mechanism 4 is fully lowered by the amount of the height of the tubular skeleton module 2, the excavating operation is suspended, and the tubular skeleton 1 is sunk by the amount of the height of the ring part of the tubular skeleton module 2.
