PROBLEM TO BE SOLVED: To test the execution of disaster prevention processings on a level-by-level basis of a plurality of levels (for example, caution level, fire level and cooperation level), without the need for new and complex communication controls with a disaster prevention terminal 1. SOLUTION: A disaster prevention receiver 10 selects a predetermined disaster prevention terminal 1, and accepts a test content by selecting either of the caution level, fire level and cooperation level. Then, the disaster prevention receiver 10 transmits a single test order signal (order signal which does not reflect the selected level) to the selected disaster prevention terminal. On receipt of a single output value for the test from the disaster prevention terminal 1, the disaster prevention receiver 10 substitutes an output value, corresponding to the above selected level for the above-received output value, and controls to test the execution of the disaster prevention processing, using the substituted output value.
