PROBLEM TO BE SOLVED: To provide a traffic signal control unit and a signal controller for supplying control history information omitted during the period of communication failure. SOLUTION: A control arithmetic part for controlling the operation of a traffic signal control unit 100 is provided with a communication state monitoring part which monitors the communication state of a communication part for transmitting/receiving a signal via an exclusive line 106 with a traffic control center 200, a signal control part for controlling the color display of a signal light according decision by the communication state monitoring part that a communication state is abnormal, a history information storing part for storing the control history information of the signal light to be controlled by the signal control part in an abnormal state in a storage device, and a history information transmitting part for transmitting the stored control history information to a communication network by a communication part according to the reception of the request instruction of the control history information by the communicating part.
