PROBLEM TO BE SOLVED: To solve the problem that a sufficient communication speed cannot be obtained because of an increase in transmission latency if the user of an information terminal chooses an access point under connection to many radio communication terminals or a distant access point, since congestion information of access points and information about reception electric field strength and the like are not given to the user when the user of the radio communication terminal chooses an access point for making connection. SOLUTION: The system gives the user of the radio communication terminal the congestion information and the information about reception electric field when the user chooses an access point for making connection, thereby enabling the user to choose the optimum access point.
