PROBLEM TO BE SOLVED: To avoid collision with an obstacle as much as possible by suppressing moving speed of a shelf. SOLUTION: In considering the shelf 20 under an abnormal state in which bumper sensor 24a, 24b can not detect the obstacle, for example, when the shelf 20 is forcedly moved by a forced moving means, moving speed is limited to about half of moving speed under a normal state. (Speed control means) Since moving speed of the forcedly moved shelf 20 is limited lower than normal moving speed, collision with the obstacle can be avoided when the shelf 20 is moved.
