<p><P>PROBLEM TO BE SOLVED: To enable transmission matching the current propagation state even when a propagation path state is different between the first transmission of a packet and its retransmission. <P>SOLUTION: A first parameter added to a retransmission packet signal (for example, a data modulation multiple value number) is compared with a second parameter added to packet data fetched from a buffer 21. If a propagation path state at the time of retransmission is worse, a part of the packet data fetched from the buffer are cut out, put together with the retransmission packet, and decode processing is performed on the basis of the result in a decoding part 24.
