PROBLEM TO BE SOLVED: To accurately grasp server resource usage without respect to a server load and to perform the totaling of the server resource and billing on the basis of the totaling without depending on the type of an OS or a CPU. SOLUTION: An SVP 206 serving as a controller capable of performing processing independently of the CPU is arranged in the server for periodically performing an interruption 314 to the CPU. Being triggered off by the interruption 314, an SVP device driver 303 acquires a numerical quantity of the server resource such as a CPU time and a memory capacity used by means of an API provided by the OS and information about a user using the server resource to transfer them to the SVP 206. The SVP 206 transmits the transferred resource information to a totaling server via an NIC 211.
