PROBLEM TO BE SOLVED: To provide a low cost video and sound signal switching controller capable of automatically eliminating failure influence. SOLUTION: An input video and sound detecting means 3 outputs an interrupt signal 15 when the input video and sound detecting means 3 detects the occurrence of abnormality of a video and sound signal 1 from an external line or from the inside of a station. Line control means 6, 9, 11, and 12 multiplex the video and sound signal on a time base to convert the video and sound signal into an optical signal and distributes the optical signal to each part in the station. An output video and sound detecting means 13 outputs an interrupt signal 17 when it detects the occurrence of abnormality of the video and sound signal at a distribution destination. A control means 18 outputs a switching control signal 16 when there is the interrupt signal from the output video and sound detecting means and no interrupt signal from the input video and sound detecting means. When the switching control signal is inputted, a bypassing means 4 bypasses the video and sound signal 1 to paths 6, 8, 10, 11, and 12 different from a time base multiplex/optical signal conversion path to distribute the video and sound signal 1 to each part in the station.
