PROBLEM TO BE SOLVED: To provide a method for evaluating navigation safety for objectively determining whether or not a vessel is in an unsafe operating condition including the possibility of an accident. SOLUTION: Time from a prescribed time point t1 up to a collision of a vessel 100 with other vessel 201 etc. is calculated based on an assumption that the operation condition at the time point t1 in an operation process of the vessel 100 is continued, and the speed of the vessel 100 at the time point t1 is converted into a reference time according to a prescribed conversion rule. Then, the navigation safety of the vessel 100 is evaluated, based on the determination result whether the time until the collision is shorter or not than the reference time.
