PROBLEM TO BE SOLVED: To provide an optical beam scanner having a mirror of which the reflectance is more highly efficient than that of a mirror which is made by a metal vapor deposition method. SOLUTION: The mirror type optical beam scanner has a movable plate 102 which is oscillatably supported with respect to a substrate 104. A mirror in which a photonic crystal 101 is used is formed on the reflection face of the movable plate 102 which reflects beam light. The photonic crystal 101 having a photonic band gap is used on the mirror type optical beam scanner, thus the reflection has a higher efficiency than that of a mirror which is made by the metal vapor deposition method or the like and brighter scanning light is available with a light source having a less light quantity.
