PROBLEM TO BE SOLVED: To propose a method for efficiently preventing the scattering of contaminated soil. SOLUTION: A biodegradable combined material containing a water-soluble emulsion resin such as an ethylene-vinyl acetate resin, a biodegradable material such as cornstarch to be biodegraded by a soil microbe and wood flour is scattered on the whole surface, for example, of the contaminated soil to be treated, which is then hardened. As a result, a contaminated soil covering layer can be formed by the hardened biodegradable combined material and consequently the scattering of contaminated soil can be prevented.
