PURPOSE: A device and a method for dynamically setting characters of a portable terminal keypad are provided to store plural character languages by using a GSM portable terminal, and to display a corresponding character by dynamically associating with a keypad, thereby writing a text message in a corresponding language in any country where a GSM mobile communication system is operated. CONSTITUTION: An RF unit(100) transceives various signals in wireless connection with a mobile communication base station. A main processor(110) processes the transceived signals, processes input/output signals of a portable terminal, and monitors/controls entire operations. A memory(120) records, stores, and outputs various operational information. An output display(130) displays an operated state of the portable terminal and transceived information. A keypad display(140) displays a dialing signal, a control signal, and characters, and inputs the signals and the characters by touching.
