PURPOSE: A method for detecting phase difference and a phase detector are provided to reduce the phase jitter while maintaining the operation speed by lowering the level of a phase difference signal that has a phase difference of 45 degree and less. CONSTITUTION: A phase detector comprises a phase information part(20) consisting of a data information part(10) and a combination part(30), a level control part(50), and a control part(70). And a method for detecting phase difference comprises the steps of: generating the first phase difference signal(45) having the first phase difference information, the fourth phase difference signal(55) having the fourth phase difference information, the first phase difference information signal(65) having the second phase difference information, and the second phase difference information signal(75) having the third phase difference information, by using plural clock signals(35) having a different phase from a data signal; generating the second phase difference signal(85) having a lower level than a level of the first phase difference signal(45) and the fourth phase difference signal(55) by lowering the level of the first phase difference information signal(65); generating the third phase difference signal(95) having a lower level than a level of the first phase difference signal(45) and the fourth phase difference signal(55) by lowering the level of the second phase difference information signal(75).
